Showing Announcements to Public Users

Announcements can be made public, in which case non-authenticated users can see them.

This can be particularly useful for Jira Cloud instances that have public projects of some kind.

To create a public announcement simply follows the steps for creating an announcement, and select the "Public" announcement type.
